Schwimmer in talks with Jakovlev: the situation in Chechnya is unsatisfactory

''The Council of Europe had hoped that the constitution would lead to normalisation of the situation of instability which prevailed at the time'', said Walter Schwimmer in Moscow during talks with Deputy Prime Minister Vladimir Jakovlev. The forthcoming presidential elections will be the real test, he continued. Another issue addressed during the talks was that of closer co-operation in the area of regional self-government. The proposal to hold a meeting of the Bureau of the Congress of Local and Regional Authorities in Moscow next year was very favourably received. The Russian Government is currently drafting legislation on this subject, and Mr Jakovlev is the minister responsible.

Comment: Mr. Schwimmer should not blame others for the CoE own weaknesses. The CoE was greatly in favor for this farce and now they have not to be unsatisfied with others for what they supported all the time as a "peace process". It is clear that now these people are slowly preparing the ground to justify themselves when the forthcoming "real test" in October will reveal itself for what everyone knows: a complete failure. M.M.
