For the initiative of members of the European Parliament in resolving the problem of Chechnya Acknowledging that four years have passed since Russia started its second war in Chechnya and no efforts to achieve peace and reconciliation are seen on the part of Russia, being of the opinion that the referendum held in Chechnya by Russia is contrary to the rules and spirit of the international law; understanding that every day the Russian army and its death squads take brutal actions against Chechen people; concerned that Russia's violence may provoke desperate and uncontrolled acts of terrorism by certain groups in Chechnya; approving of the initiative of the Parliamentary Assembly of the European Council to establish an international tribunal on the war in Chechnya; asserting that a democratic resolution of Chechnya's problem is possible solely under conditions of peace and negotiations - as in Palestine at present; and understanding the unending slaughter in Chechnya as a tragedy of Europe, we propose that you should take immediate and firm action to:

1. Approve of the proposal made by some members of the European Parliament that the United Nations Organisation should be entrusted with the initiative of resolving the Chechen problem.

2. Establish a special UN mission for Chechnya.

3. Immediately conclude an armistice and start negotiations between the warring parties.

4. Withdraw the Russian army from Chechnya and disarm the Chechen resistance forces.
