Statement

Genocide of the Chechen people, demonstrative genocide, is going on. The entire nation has been deprived of its natural and unalienable right to live. The consequences of what is happening are horrifying on its scale. The number of the victims of the tragedy has exceeded 200,000 killed, not counting tens of thousands of maimed and missing. The third of the population has left its historical Homeland in search for refuge from persecutions. Tens of thousands are held in Russian torture chambers, where the tortures are beyond what a human mind can ever perceive. The rest of the population is under constant fear to be killed.

 

Children, women, the elderly and the young are getting killed blindly and indiscriminately – based only on their ethnic background. The degraded army of invaders has turned into a gang of murderers and robbers, and it is taking an advantage of permissiveness on behalf of the leadership of the invaders’ puppet regime. Murders, sales of live humans, corpses and internal organs, robberies – all of it is a norm of behavior of the army of Russian invaders.

 

It is mercenary army of criminals, whose incentive is material wealth from taking part in this war. This fact is not concealed from anybody. Just as the fact that the Kremlin’s higher-ups are openly telling the mass media about their criminal intentions in regard to the Chechen people.

 

Criminal schemes of the Kremlin regime are also using a bunch of traitors and scoundrels from among former members of CRI Parliament, who sold their honor and their Homeland for thirty silver coins, and who are making absurd statements addressed to the supreme political leadership of Chechen Republic of Ichkeria (CRI), which have been prepared in the KGB offices on Lubyanka.

 

Chechen leadership has gathered and submitted to the international community a large number of documentary evidence, photo and video materials accompanied by specific testimonies of victims of the genocide, concerning the Kremlin’s grave crimes, which was supposed launch an international investigation and have active measures taken against the aggressor state.

 

One can only judge about the reaction of the international community from the results: the genocide is continuing. The entire world, except for a few, has assumed a position of nonintervention for the sake of political and economic advantages. Moreover, we are outraged with the fact that instead of condemning Russia, the organizer of the genocide, international structures are condemning the victims instead – the CRI citizens. The example is a trial on the so-called Zakayev Case, and the criminal persecution involving putting him on the list of «international terrorists», along with Z. Yandarbiev, S. Basayev and with threatening to put M. Udugov on that same notorious list.

 

One-sided false information cannot serve as a motivation to adopt such irresponsible resolutions in such high-ranking institutions. Moreover, these actions suit Russia's plans to get the international community involved in the crimes that Russia is committing.

 

From generation to generation, throughout the past 400 years the Chechen nation has been conducting its anti-colonial struggle against Russia. The Chechen nation has been struggling for its freedom, for the opportunity to determine its own priorities, to be engaged in constructive work and peacefully coexist with all nations of the world. Our long-suffered nation was on the verge of disappearance more than once. But in spite of the plans of the enemies, our nation has always been unite in its aspiration for freedom and our nation has survived.

 

At the modern stage the Chechen nation headed by President Maskhadov is resisting the invaders in an organized way. The Chechen nation is not losing the hope to withstand the enemy’s onslaught and to liberate the Homeland. We are reminding the world that the history of mankind is full of examples when an unpunished crime would encourage its perpetrators to commit bigger crimes.

Enactment

 

On Defense of Constitutional Rights and Freedoms of Citizens of CRI (Chechen Republic of Ichkeria) and Biased Attitude Abroad towards National Liberation Fight of the Chechen People.

 

Among the ongoing extermination of the Chechen people, while observing the actions of international organizations and their members with extreme outrage,

 

While being guided by the Koran and by the Sunnah and in accordance with the CRI Constitution (Item 24, 62),

 

While tending to defend constitutional rights and freedoms of CRI citizens,

 

While contributing to the correct evaluation of the national liberation movement of the Chechen nation and its participants by the international community,

 

The Parliament hereby enacts:

 

Minister of Foreign Affairs of CRI I.Akhmadov is charged with the task to:

a. Make the work of the Foreign Ministry more active by striving for unbiased understanding of what is happening in CRI.

 

b. To inform international diplomats in more details on the ongoing genocide of the Chechen people and to attach the materials that the Commission on Genocide headed by S.H.Abumuslimov has gathered.

 

c. To oblige CRI representatives abroad to inform local state governing bodies and social organizations on the situation in CRI. To organize photo exhibitions with getting the mass media and the public involved.

 

d. To call on international human rights organizations to use their authorities and stop the extermination of the Chechen people.

This enactment takes effect since the moment it is signed.
