Oct 15 (Interfax) - Council of Europe Secretary General Terry Davis said he recently refused to meet with a representative of Chechen separatist leader Aslan Maskhadov. Davis said in an interview with Russia's Vremya Novostei newspaper published on Friday that he made a decision not to meet with Maskhadov's representative as he does not want to meet with such people in the present situation. Davis said he does not know this person's name. He was told that Maskhadov's representative sought a meeting with him, but he rejected the suggestion, Davis said, adding that he personally would not hold negotiations with those who are linked to terrorism. ------------------- Comment: It is then unclear why Mr. Davis accepts to meet with people as Alkhanov, Kadyrov or Putin, and in what sense the alliance of the CoE with Russia's government should be regarded as different to Maskadov's military alliance with Basayev? The American firms “Ford” and “General Motors” rendered invaluable assistance to Germany that contributed to the creation of motorized units of the German army before the war and make up a loss during the war. Even greater was assistance provided by Morgan – the head of the American financial and economic empire to Hitler in creation of German aviation. And was not fascist Yalmar Schaht right when he told the Americans: “If you want to bring an accusation against the manufacturers who helped Germany, you should countercharge yourselves. The motor works “Oppel”, for example, is engaged in the armaments industry. Your company “General Motors” owned this car factory, did not it?” Dear Sirs! It is obvious that the history of Hitler’s Germany repeats itself in Putin’s Russia, and we can hear the enthusiastic dithyrambs addressed to the chekist who has exterminated 250 thousand Chechens, including 42 thousand children. In the absence of real democracy and real supremacy of law in Russia, the heads of a number of Western countries bend before Putin, whose major priority is self-preservation and maintenance of his regime, which has become dangerous not only for the peoples living in Russia, but also for the nations of Europe. This genuflection can be explained by energy needs and oil bargains of the European companies. They should stop and think about a true nature of the corrupt government of Russia. It should be reminded that repeating the criminal business of Moran, doing honors to Putin and bearing with his extremism, the Europeans, are doing themselves an ill turn. And when Putin, undoubtedly, finds himself on the dock, the judges will have to bring accusations against the heads of governments and concerns which acted together with the criminal government of Russia and through the investments reanimated totalitarianism in the country. Total pressure exerted on the Chechen information resources, in particular, closing of the “Kavkaz-Centre” news agency is an evidence demonstrating the revival of this phenomenon. The “Kavkaz-Centre” (www.kavkazcenter.com) is an independent Islamic internet agency, founded in March 1999 in the Chechen capital by the national Centre for Strategic Researches and Political Technologies of CRI. The agency was registered in the Ministry of Justice of CRI in October 1998. The “Kavkaz-Centre” news agency is oriented on coverage of the events taking place in the Islamic world, as well as in the Caucasus and Russia One of the major tasks of the “Kavkaz-Centre” news agency is coverage of the events taking place in the Chechen Republic of Ichkeria in view of military aggression of Russia against the CRI. “Kavkaz-Centre” is a private independent agency and does not express the point of view of any state structure or government of CRI. At the same time, under existing conditions of total information blockade the “Kavkaz-Centre” news agency copes with a task of informing the international community about the real events taking place in Ichkeria, about the war crimes and facts of genocide carried out by the aggressor against the Chechen nation and about the position of the Chechen Mujahideen defending the Chechen people from aggression of Russia. Earlier, “Kavkaz-Centre” was based in Lithuania. The Lithuanian authorities have agreed to close the agency under pressure of Moscow after Shamil Basayev’s statement was published on the site, in which he takes responsibility for the events in Beslan. After blocking the “Kavkaz-Center” news and information agency by the Lithuanian authorities, the site was available on the server of one of the clients of the Finnish telecommunication company TeliaSonera. However, after official declaration addressed to Finland by the Foreign Ministry of Russia with respect to hosting of the site, Kavkaz-Center’s server on the territory of this country was also blocked on Monday. Today, when it is obvious that Russia, trying to destabilize the Baltic countries, attacks the European Union, it is regretful that Russian authorities use the criminal principles of collective responsibility, enjoying widespread support of the leaders and politicians of the European countries to Putin’s “reforms”. The Russian side demonstrated the use of principles of collective responsibility on 11 October, when the strangers seriously wounded the son of Kavkaz-Center’s General Director Visami Tutuyev. The young man is in unconscious state in the reanimation department of one of the hospitals. This terrorist act against the family of Tutuyev, undoubtedly, is connected with the threat uttered by Putin recently with respect to the Chechen representatives abroad. Based on this crime, we ascertain that the initiative of the Russian leadership concerning the reprisals of the journalists has come into effect. From now on, any person considering the Chechen people’s struggle fair can be included in the so-called list of accomplices of the terrorists, and any journalist who mentions the right of self-determination in his publication will be considered as an agent submitted to the influence of world imperialism. I appeal to the international community and governments of the EU member-countries not to connive at the threat of Putin’s Russia. And if they intend to bear with the crimes of Putin’s regime and really think that they and those who kill the journalists and their relatives have common “values”, may the Lord judge them. The fact that Russia has put in claims concerning the list of refugees indicates that it is not made by reason of benevolence – it means to bring everything under control of the FSB and persist with the bloody policy pursued against the Chechen people. In view of this fact, we declare: 1. This contradicts the rules of the international law on protection of the rights of refugees. 2. Russia is a dangerous, “chekist” and wrongful State: - The data will be falsified and used against the Chechen refugees; - The data will be used against the relatives of the refugees in Chechnya. 3. Russian authorities aim to set the Chechens against the Georgians. 4. Concession to the claims of Russia will not change its imperial attitude to Georgia. 5. It will create a bad precedent in the history of Georgia with respect to the neighbor in trouble: Russian empire will disappear; only the neighbors’ good and bad deeds will remain. Such a precedent was in Sweden when after the Second World War the country’s leadership sent back about 400 officers from the Baltic countries to be annihilated in the Gulag camps. Being respectful to the Republic of Georgia, we ask you to take into consideration our arguments and settle the question on the grounds of justice, humanity and dignity. Each cry from the heart and even a teardrop is worthy of an honest man’s response.
