Two employees of FSS detained in Shali
On 7 June 2003 (Press Release #443), in the course of shooting started by the
Russian servicemen on the territory of the central market in Shali, one of the
tradesmen Ruslan Pashaev, a resident of Shali, was wounded and taken to hospital.
As it became known, as a result of the mentioned incident, one more person was
wounded by the Russian servicemen, and taken away on a grey UAZ car. The eyewitnesses
say the captured man is a resident of the village Avturi of Shali region -
Saltakhanov Tamerlan Ibraghimovich, born in 1977, living at 79, Makaev Street.
Saltakhanov's mother and aunt identified his bag and told that he had been at
the market that day to buy some food.
As it became known, two servicemen of the rifle company of Shali military commandant's
office under the FSS department of Shali district were detained as suspected
of wounding two people and forcible detention of one of them. Both of the detainees
were beastly beaten at the moment of detention. They were held in custody at
the Shali district police department. According to the eyewitnesses reports,
those two detainees were among the Russian servicemen who opened fire at the
market and beat and dragged the wounded man to the car, supposedly the latter
was Saltakhanov.
Commenting on the mentioned incident the Deputy Chief of the operation department
of Shali district FSS Oleg Chernov told our correspondent that those two detained
servicemen are not involved in the crime they are charged with. "My people -
said he - found themselves in the market quite by accident, and were beaten
and detained for nothing. I am not occupied with kidnapping, I am here to establish
peace and security". Oleg Chernov told that he knew about the arrest of a man
that had taken place on the territory of Shali market, however, according to
him, the detention was carried out by another subunit of FSS, deployed in the
area between Avturi and Shali, and is out of reach of his control. He also added
that the detained man is not Tamerlan Slatakhanov".
