Compensation "Insulting" 18.07.2005 MosNews Residents of the Chechen Republic who were victims of 1944 deportations have unanimously refused financial compensation offered by the Russian government, the Interfax news agency quoted Chechnya’s pro-Moscow minister of labor and social development, Magomed Vakhayev, on Monday. Spontaneous gatherings of citizens have taken part in all districts of Chechnya and it was decided that all Chechen residents who were subjected to repressions in 1944 should refuse the compensation of 10,000 rubles (about $350). “People at the gatherings called the sum insulting for the honor and dignity of those who had lost their homes, property and dear ones during the forceful displacement,” the minister said. Magomed Vakhayev also added that Chechens had still not received compensation for political repression in Russia. Chechens were deported in huge numbers from their native land to Kazakhstan and Siberia in 1944 on the orders of Soviet leader Joseph Stalin for fighting alongside Nazi Germany in World War Two.(*) They were allowed to return in 1957, but many people did not survive the harsh conditions of exile. The Chechen women demand to release the people, kidnapped by invaders In Djohar tens of women blocked the traffic movement on the crossroads of the Sadovaya and Zhukovskiy Streets. The women demand information on a student of the oil institute Halid Satuev and unemployed Buvadi Dudaev, who on Sunday morning were kidnapped by the gangsters of the occupational grouping. The kidnapped lived in the camp of refugees, situated in the Dudaev Parkway. At the same time it is informed that in the settlement Zumsoi of the Itum-Kali region three people are taken hostages by invaders. Chechenpress, 19.07.05 http://www.chechenpress.co.uk/english/news/2005/07/19/03.shtml INFORMATION CENTER OF THE RUSSIAN-CHECHEN FRIENDSHIP SOCIETY Press Release #1335 from June 20, 2005 Our report Abduction of Murad Muradov and pressure imposed on the humanitarian organization “Save the Generation” in the Chechen Republic The representatives of the regional charity organization “Save the generation” informed the Russian Chechen Friendship Society Information Center in Grozny about the pressure its employees were put upon by the law enforcement authorities after the chief director of the “Save Generation” Murad Khamidovich Muradov had been abducted. In this connection the Information Center at the RCFS has conducted the preliminary journalist investigation. Its conclusions are presented in the following report. It’s necessary to point to the fact that these conclusions can’t be regarded as final ones. 1. Circumstances of Murad Muradov’s abduction Murad Muradov was abducted on 15 April, 2005 during the special operation in the yard of house 141 in Bogdan Khmelnitsky Street in Ippodromny district of Grozny. Muradov rented the apartment in the house and lived on the same floor with the representatives of unknown power structure that were blocked in the flat. According to some people, those men were the members of the military resistant movement. Others, however, believe that men who started the fight with the representatives of the power structures were the bodyguards of Muguev who was the chief of the Russian Division of the Internal Affairs in Vedeno district of Chechen Republic. The commentaries made by the official sources on the clash and a number of casualties are rather contradictory. On 16 April, 2005, the Internet- edition “Grani.ru” cites a source in the Ministry of the Interior of the Chechen Republic as saying that four militants were killed in a clash although he thinks that this information isn’t final. The day before another representative of the Ministry of the Interior told about six annihilated terrorists but the military commandant’s office of Grozny Leninsky district informed journalists about seven destroyed militants. It was also reported that five FSB servicemen were killed in the operation and one more died on the way to hospital. According to witnesses, Muradov and another person who at that time was in his car were taken by the power structures in the unknown direction. One more person was in Muradov’s apartment, but he was shot dead while he was working on the computer. The organization’s documents, the originals of the statute and certificate of registration, all finance and accounting documents, 6 pieces of technical devices and data base with the information about more than 3,000 of handicapped persons who were the victims of the mine wounds were confiscated. Within the next few days, the employees of the organization filed an appeal to all governmental and law enforcement structures, in addition to the Chechen Republic Prosecutor V.P. Kravchenko. As of the present moment, there has been no information about the whereabouts and destiny of Muradov. Since 2001, Murad Muradov has been a member of the organization “Save the Generation”, and since 2002, he has been its chief director. Before that, he had been working in the humanitarian organization “Doctors Without Borders” in Belgium. In the organization “Save the Generation” his duties included the administrative tasks, documentation and contacts with donors. Also, he was a monitor in anti-mine program of UNICEF. Regularly, he visited various Chechen district in order to gather information about the victims of mine explosion. Muradov’s friends and colleagues think of him as a good-natured, talkative and kind person. He had a law degree from the community college of Grozny Polytechnic University. “Save the Generation” is a non-governmental organization established in August 2001 to assist the children , youngsters and their family members who are the victims of the Chechen wars. The main activity of the NGO is aimed at improving physical and psychological conditions of the children. Malika Alieva, Muradov’s elder sister, told the IC RCFS that she went there at around 17:00 having learnt about the fight in Ippodromny district. She did not enter the flat that evening, but saw her brother’s care, all with bullet holes. Malika tried to clarify the situation talking to the neighbors, but none could say anything definite. When she was leaving at around 18:00, her brother’s car had already disappeared. A few days later, the owner of the flat which her brother rented came to Malika. She was very scared and asked her to take away personal belongings of her brother. When Malika entered the room, she saw that everything was upside down there, the things were scarred around, but the signs of inflammation were not there. There were bullet marks on the walls. The computer monitor was broken and covered with blood. The blood was also on the floor and on the wall where the PC and monitor were standing. Muradov’s sister reported that the neighboring flat which was the center of the fight burnt to ashes. On April 16,2005 the representatives of power structures arrived to Muradov’ s house at Krenkel Street 22 in Katayama district situated within the precincts of the city of Grozny. There, having made the mother and the sister leave the house, they conducted a search. Approximately, 50 people, most of whom were drunk and in masks invaded into their yard and house. Four officers (of Russian nationality) in new, clean military clothes headed towards the PC and started to look though the information there. Other Chechens with masked faces took part in the search, too. After the search, the family was informed that two bags with camouflage were found on the attic. The witnesses at the time of discovery were not present, neither was a protocol made. Muradov’s relatives did not sign any documents. Also, during the search a personal processor of Murad’s sister was confiscated and some other documents of “Save the Generation”. During the search, the armed men found special devises for handicapped children (crutches and chairs) sto red in the cellar. In an affirmative tone, they reported over the radio that they had found a medical warehouse of the Basaev. The army men demanded that a photo album be given to them. The person who was sitting in the car chose a few photos from the album and gave the rest back to the family. There were no witnesses to the search. Muradov’s relatives didn’t sign any papers. The search repeated at dawn on May 22, 2005. But this time two armed men came to Muradov’s family. Thin linen masks covered their faces, but Malika recognized those officers who earlier had checked her PC. They showed her the photos, printed from the hard ware of the PC. 2. People disappeared together with Murad Muradov According to the information collected by a staffer of the “Memorial” Human Rights center Natalya Estemirova, one of the persons who has been kidnapped together with Muradov, may have been Islam Idrisovich Halimov (b. 1978), who resides at Krenkel street, 10. On April 14, 2005, he left his house and never came back. Leaving his house, he said that together with his neighbor Murad was going to a wedding. On April 15, 2005, Islam’s relatives learnt that Muradov had been detained in Ippodromny district during the special operation. On April 16,2005, they filed an appeal to the Prosecutor’s Office of the Russian Division of the Internal Affairs of Lenin district, Staropromyslovsky region about the disappearance of their son. From the talk which Information Center Russian Chechen Friendship Society had with Islam’s mother Zara Alaudinovna and his wife Halimova Aset Vakhaeva (b. 1982), they learnt that Islam and Murad has been friends since childhood. On May 14, 2005 at around 18:00 Murad came to fetch Islam and they left together. Islam asked to be worried if he did not come back home that night, since he might stay overnight at Murad’s place. Having learnt about the fight in Ippodromny district, Murad’s relatives filed a appeal to the prosecutor’s office on May 16,2005. After this, a few searched took place in their house, the last being on May 22,2005. A very large number of armed people in mask burst into the territory of Khamidov’s place, having jumped over the fence. After knocking down the main entrance door, they isolated women into different rooms and started questioning each of them separately. When Aset Khalimova was being questioned, one of the law enforcement men noticed a charger for the mobile phone and demanded that it be given to him. Aset explained to him that they did not have a mobile phone and the charger mist have been left by one of the guests. Then he threatened her that he would start shooting into TV set. Later, she was asked detailed information about her husband; then she was shown the photos of people unfamiliar to her and was asked to identify them. Moreover, a man who identified himself as the detective of the Staropromyslovsky district, paid a visit to the family informing them that there were grounds to believe that a man shot dead at Muradov’s apartment was Islam. But when the relatives tried to clarify the destiny of Islam at the Regional Division of the Internal Affairs, they were told that they did not employ anyone with a name, under which that “detective” introduced himself. Islam Khamidov graduated from the Department of Economics of Chechen State University, but he did not work anywhere, because, as his mother said, she asked him not to look for a job due to her fear for his life. Islam has two little children, daughter Rayan (b. 2002), and son Iznaur (b. 2003). Aset is expecting third child. Then third person to have disappeared is allegedly Ismail Usamovich Kadaev (b. 1980) who on May 14,2005 left home and since then has not returned. They assume that he might have been together with Murad and on April 15th.. Islam’s younger brother was a participant of the Chechen military resistance and was killed by Kadyrov people in 2002. Islam’s elder brother disappeared in April 2003 under unknown circumstances. He left for the market by a scheduled bus and did not come back. In the beginning of April, their father Kadaev Usama (b. 1931) was kidnapped by unknown armed men. On May 7,2005, he came back home. It turned out that during all time, he was at the territory of dislocation of one military structure on the 12th district in Oktyabrsky region in the city of Grozny, where he was kept hostage demanding that his younger son Islam come to take him. For fear of their life, Kadaevs family left Grozny. On April 16, 2005, a thorough check was conducted in the house 26 at Krenkel street in the village of Katayama in which Khamid Abdurzakov’s family resides and in the house 28 in which his brother Khamzat was living. Both houses are situated closely to Muradov’s house. During the special operation, both men were asked about the whereabouts of their sons. The members of their families were shown the photos made in December during the wedding of their neighbor Muradov. The representatives of the Information Center Russian Chechen Friendship Society met the members of both families. After the events of May 15, their houses were searched several times. According to Khamid Abdurzakov, on May 22 approximately at 4:00 am about 70 armed men burst into their yard. They broke the windows in the house and isolated each member of the family in a separate room. The military men demanded that photo albums be given to them, one of which was taken. They behaved themselves very rude, constantly threatening with the arms and frightening children. A few times they asked “”Where are your elder children?” The search lasted for roughly two hours. In the neighboring house of Khamzat, the search lasted for two hours, too. He was awaken by a noise coming from his brother’s house side. Khamzat went outside and at that very moment, around 40 armed and masked men invaded into his yard. Shouting, they demanded that all lie down on the ground. The men behaved themselves rude and started to shout “Our good guys have died. Where are your elder children?” Khamzat started to ask not to shout so that not to scare young children. One of the military ordered to stop shouting to the rest. During the search, they found 1,000 USD, which they took with themselves. All searches were unsanctioned and no appropriate orders had been previously issued. 3. Actions of force agencies in connection with “Save the Generation” organization and attempts to clarify the destiny of Murad Muradov. On April 29, at 15:00 a man who introduced himself as Zaur Magomadov, the detective of the Chechen Republic, came to the office of the organization “Save the Generation” with the questions about its chief director Muradov. He spoke in Russian with the employees of the organization and said that he was half Chechen, and that was why he did not know his native language. He said that at the crime scene, bodies of six men were found who resisted the power structures and asked to identify Muradov on the photo. The faces of other four were different. Though, none looked like Muradov. But there were two burnt bodies, and identify them, the genetic expertise would be conducted. In addition, on one of the bodies there was an ID of Security Service Bilala Saidulaeva and he asked whether he was a relative to the employee Zaremy Sadulaeva. She replied negatively, pointing to different spelling of the last name. Masdomadov showed the photos, printed from the hard disk of the PC which was at Muradov’s place. He said, the photos were given to him in Khankala, where he saw a part of organizational documents. Magomadov reported that he was instructed to meet the employees of the organization. He assured that the documents would not disappear and would be given back in accordance to the list. From Muradov’s sister words, this man looked very much like the officer who took part in the searches of May 16 and 22. On Saturday, May 14, 2005, the street Derzhaniva, where the office of the “Save the Generation” is located was blocked by the representatives of power structures. The representatives of Federal Security Service in Chechen Republic under the command of the captain A.A. Obuhov conducted a search in their office (the search order was presented). Chagaev Buhari Magomedovich and Kravchenko Boris Vladimirovich were present as witnesses during the search. Their residence address was street Garazhnaya, 9 (and under this address there is a complex of governmental offices, Federal Security Service and the General Prosecutor’s office). The search was conduced on the basis of the decision made by the senior detective of the military prosecution office (military base 20102, village Hankala), as well as on the basis of senior lieutenant A.G. Vasilieva issued on May 13, 2005. In the decision, it states “On May 15, 2005 in the city of Grozny in the Chechen Republic during the special operation performed by the 1st service of the Federal Service of Security of the Russian Federation aimed at eradicating one of the leaders of illegal military formation, a 9- storied destroyed building was blocked at Bogdana Khmelnitskogo street. During the fight which lasted from 09:00 till 14:00, 6 members of the illegal formation were killed, meanwhile, the following representatives of the Federal Security Service died: Medvedev D.G., captain Matrosov I.L., representatives of the Federal Security Service in the Chechen Republic Ilin L.G., captain Pletnev D.E. The following people received injuries: captain Kaljuzhnyy I.G., Kurmanov A.A., Pribytkov A.V., and Murunov D.A. During the inspection of the scene, the documents about the activities carried out by the organization “Save the Generation” were confiscated. The office is situated at street Drzhavin 134. Due to the fact that there may be documents which may have relevance to the criminal case, I deem it necessary to conduct a search in the office of the organization “Save the Generation”. According to the testimonies of the employees of the organization, each was interrogated during 4 hours by the officers of the Federal Security Service. Larissa who is a psychologist at the organization and the musical organizer Malika told that the interrogation started from the question “Who advised you to file an appeal to the prosecutor’s office? From where did you get such wisdom?” When the ladies asked the men to identify themselves, the representatives of the Federal Security Service replied negatively, motivating this “their mothers also wait them and they want to come back home alive”. During the questioning, the FSB representatives were interested in Muradov, the circle of his acquaintances (they showed the family photos, demonstrated the tape of his wedding). Also, they asked about those whom Muradov recommended for employment and whether he was the founder of the organization. They also wanted to know how much each of the employees earned and the information about the financial activity of the NGO. During the questioning the FSB people made it clear that they had both the address information of the personnel of the NGO and the routes of their movement and the circle of their relatives. Separately, they asked on the basis of which principle they chose children for providing them assistance. Moreover, they claimed to have found letterheads which state that the assistance was given not only to children but also to adult handicapped. As the employees of the NGO explained, they were gathering information about the adult mine victims according to the program financed by the World Health Organization till he year of 2004. Then in the form of applications they passed the information to the donors and the humanitarian organization “Anticap”. Having noticed a posted hanging on the wall (it said “Change your attitude towards the things that bother you and you ill be safe), the FSB representatives advised to follow this quintessential statement. During the interrogation the Staropromyslovsky district police called by the NGO arrived. The employees heard the FSB saying “See, the blacks have arrived”. The police demanded to explain why the interrogation took place without their knowing of that. The deputy chief of the Staropromyslovsky district police explained that a week before that the NGO turned to them asking to inspect the place to make sure that the NGO did not store any illegal things. Their request has been motivated by the fear because of the recent events in Ippodromny district and the kidnapping of their employee. FSB decided not to answer these questions. Later, a verbal fight started between the FSB and the Staropromyslovsky district police. During the search, the copies of the working contracts of 29 people of the NGO were confiscated. While filling out the papers, the FSB representatives asked each other how to fill out the forms. Upon leaving, one of the representatives of the FSB said that this case was put on them like a burden and they knew that the NGO employees were innocent and if they wanted to meet in an official atmosphere, they could do so. He took the mobile phone of one of the NGO employees. Together with Gaytievyj, the lawyer of the Memorial Lidiya Jusupova came to the meeting with the FSB. The FSB employee who was drunk met them and ordered Miss Jusupova to leave, and if she chose not to abide by it, then she could be taken during the night. After this, Gaytiev agreed to meet FSB without the lawyer. He was taken to a small wagon where he was shown the photos taken from Muradov. The discussion lasted for about 30 minutes and ended up with the request to pass to Zarema their threat that she would not “get rid of them so easy”. In reply to the inquiry about Muradov’s destiny made to the Chechen President of May 17, 2005, such an answer was received “Your request concerning the kidnapping of the employee of “Save the Generation” Muradov M.Kh, the confiscation of the documents and technical devises have been received and passed o to the prosecutor’s office of the Chechen Republic. According to the information of the Ministry of Internal Affairs of the Chechen Republic of 27.05.2005, Muradov M.Kh was released”. Though as of June 9,2005 his whereabouts are not known. Zarema Sadulaeva called to Gakaev and asked one of his assistance where they received such an information. He said that the information was received from closed channels of the Ministry of Internal Affairs. According to the channel, Muradov was kept in the temporary isolator in the city of Groznyy. He also asked not to release this information before June 10, because to his mind, by that date, the government of the Chechen Republic is expecting detailed information from the General Prosecutor Kravchenko about the destiny of Muradov. The activity of the NGO is being blocked, since after the confiscation, necessary financial information is absent. Moreover, the donor of the NGO (the children fund UNICEF) recommended to suspend its activity because there was a threat to lives of its employees. But the parents of the children who were going through the rehabilitation, asked not to suspend the work of the NGO and give them an opportunity to apply for assistance. They suggested holding a picket in front of the governmental organization of the Chechen Republic, but the NGO asked them to refrain from doing so for the time being. Children continue to come daily. Conclusions Taking into account all the evidences, it’s possible to make the following preliminary conclusions. It is known for certain that on 14 April Murad Muradov must have met Islam Khalimov and Ismail Kadaev. Both of them lived in the same street with Muradov in the settlement of Katayama and were his close friends. To all appearances, they came to the flat rented by Muradov in a 9-storied panel apartment building at 141 Bogdan Khmelnitsky Street where they stayed for the night. Thus, they happened to be at the place of the clash by an unhappy chance. In the morning of 15 April a clash started in house #141. All the area adjacent to the building was blocked up. Five servicemen of the FSB were killed in the clash and another one died on the way to hospital. The flat rented by Muradov is situated in the same block with the flat where the people who put up resistance to the FSB servicemen were. This is not surpris ing that Muradov’s flat was also subjected to storming. There are grounds to suppose that during the first minutes of storming one of Muradov’s guests was killed with a shot at his head when he was working on a computer. This assumption suggests itself on the basis of the description of blood marks in Muradov’s flat made by his sister Malika Alieva. According to Zarema Sadulaeva who was shown the pictures of the people killed in the clash, one of them must have been Islam Khalimov. To all appearances, Murad Muradov and Ismail Kadaev might have attempted to leave the blocked territory in Muradov’s car but were stopped by force agents and taken by them away in an unknown direction. The letter signed by V.Kh. Gakaev, the chief of the department of administrative and law-enforcement agencies at the president of the Chechen Republic, also confirmed Muradov’s detention. Gakaev’s statement that “according to the information of the Ministry of Internal Affairs of the Chechen Republic of 27.05.2005, Muradov M.Kh was released” is also alarming. This statement can be interpreted as the evidence that the administration of the Chechen president knows who and where detained Muradov, on one side. On the other side, the same administration is trying to relieve the Chechen law-enforcement bodies of the responsibility for Muradov’s destiny after 27 May 2005. In any case, V.Kh. Gakaev is an important witness to the case on Muradov’s abduction and should be interrogated by the prosecutor’s office to investigate it. It should be pointed to the fact that during the period between the events that took place in Ippodromny Street and Muradov’s disappearance the FSB and the prosecutor’s office have undertaken measures to establish Muradov’s links and connections. They also carried unsanctioned searches in his friends’ and acquaintances’ houses, authorized search in the office of the organization that Muradov headed. His neighbors and colleagues have been interrogated. It is clear from the manner with which interrogations and searches were carried and the question asked by the FSB servicemen that they were not going to find the missing person. On the contrary, they must have been aware of his destiny. The FSB servicemen were interested in collecting information that they could use to defile Muradov and his friends. On the basis of the above it is possible to assume that Murad Muradov (and Ismail Kadaev) are alive and are being kept by the power structures, most probably, by the FSB. There is a danger that at this time the FSB in Chechnya is trying to fabricate the evidence in order to charge Muradov with killing of the FSB employees in Ippodromny district. Two people are abducted in the village of Elistanzhi On 9 July 2005 at about 1 pm representatives of the federal forces seized Razita Inderbaeva (aged 30) in her own house situated in the village of Elistanzhi of the Chechen Vedeno district and drove her away to an unknown destination. At the moment of the abduction Razita's parents and her dumb sister were in the house. They attempted to prevent Razita's abduction but it was useless. The same day at about 4 pm unidentified armed people dressed in camouflage and moving around in “NIVA” car abducted another resident of the village, Sataev Said-Khamzat (aged 18). His relatives are unaware of any reasons for the young man's seizure. As of the present moment, there has been no information about the whereabouts and destinies of the abducted people. According to the locals, there has been an increase in cases of abductions perpetrated by the federal servicemen since the time when units of the security service of the Chechen president were withdrawn from the district. The local population explains this increase in number of abductions by complete inactivity of the law-enforcement agencies of the republic that are afraid to act against the Russian military. (From our correspondent) Shelling of Vedeno district On 7 July 2005 at about 8 pm the neighborhood of the village Eshilkhatoy of the Chechen Vedeno district as well as adjacent forested area were subjected to shelling by the Russian artillery. The shelling lasted one hour. There has been no information about the casualties among the civilian population. Last week the outskirts of the village of Makhkety of the Chechen Vedeno district were shelled every night. According to the local people, the area is shelled from the direction of the Russian military unit stationed not far from the village. Fortunately, there have no victims among the residents of the village. However, sixty five heads of cattle were killed. The local people have turned many times to the military unit with the requests to compensate the caused damage but all the attempts have brought no results. (From our correspondent) PRESS-RELEASE #1368 FROM JULY 12, 2005 REPORT FROM NIZHNIY NOVGOROD The Tax inspection have considered the complaints from the RCFS and decided to carry the additional audit On 11 July 2005 a meeting took place in the office of the chief inspector of the Federal Tax inspection in Nizhegorodsky district of Nizhny Novgorod. The meeting was devoted to consideration of the complaints made by the Russian-Chechen Friendship Society in connection with the Out-of-Office Audit Act #25. According to this Act the Russian-Chechen friendship Society has to pay more than one million rubles of the alleged non-payment of income tax and fines. The consideration was held according to the Article #100 of the Tax Code of the Russian Federation. The chief tax inspector Alexander Zudin, the chief of the department of out-of-office audits Larisa Komleva, a tax inspector Ludmila Barskova and a lawyer of the Tax inspection attended the complaints consideration. On the part of the RCFS, its managing director Stanislav Dmitrievsky, the project administrator Alexander Lavrentyev and an interpreter Yulia Kirsanova attended the meeting. During the consideration the people representing the RCFS presented their position on the results of the audit carried by the Tax inspection. They told that they considered the conclusions stated in the Act to be unlawful and ungrounded. Thus, they stated that these conclusions should be cancelled. Representatives of the Tax inspection agreed to the point that their conclusion on the absence of the European Commission in the Federal List of Foreign and International Organizations must have been wrong due to the inaccuracy of the translation from English into Russian. All the grants received from the organizations included in the list are not taxed. As for taxing of the grant received from the National Endowment for Democracy Foundation from the assets allocated by the State Department of the USA, the tax inspectors and the RCFS representatives exchanged their opinions that revealed different legal approaches to the international treaties of the Russian Federation. In conclusion the chief inspector Alexander Zudin told that he made a decision to carry out an additional audit including the qualified translation of the documents in English. Representatives of the RCFS are invited to sign the protocol of the complaints consideration on 13 July 2005. As the IC RCFS reported before, on 16 June 2005 the managing director of the Russian-Chechen friendship Society Stanislav Dmitrievsky received the Out-of-Office Audit Act according to which the organization would have to pay 1 001 561 rubles. The claimed sum includes the income tax and fines for its non-payment for the period from 2003 to 2004. During this period the RCFS received grants from the National Endowment for Democracy Foundation (from the assets allocated by the State Department of the USA) and then European Commission. Taxing of these assets received by the RCFS is reasoned by the alleged assumption that these sponsoring organizations have not been included onto the list of donors that are not taxed. This list was adopted by the Resolution #923 from 24 December 2002 made by the government of the Russian Federation. However, the European Commission is actually on this list under #4 and the financial support allocated by the State Department and other governmental structures of the USA is not taxed according to the inter-governmental agreement between Russian and the USA from 14 April 1992. The head of Serzhen-Yurt village administration is released after rallies carried by his fellow-villagers On 6 July 2005, Chamaev Shakhid Shirvanievichwho who heads the administration of Serzhen-Yurt village of the Chechen Shali district was released after his detention by fighters of the security service of the Moscow-backed Chechen president on 3 July 2005 (see our release No1362 from 7 July 2005). Chamaev was released after residents of Serzhen-Yurt village carried a number of rallies in front of the government premises in Grozny. There have been no other details of Chamaev's release. A blast of the APC of the federal forces: five Russian servicemen are wounded On 12 July 2005, an APC of the federal forces drove on an unidentifiable explosive device planted on the road connecting the settlements of Makhkety and Aguishty of the Chechen Vedeno district. According to an anonymous source within the Interior Ministry of the Chechen Republic, five Russian soldiers were wounded as a result of this blast. All of them belong to military unit No6749 of the military forces at the Interior Ministry of the Russian Federation. (From our correspondent) Grozny. An abduction in Grozny On 11 July 2005 unidentifiable people seized Timerkhadjiev Zurab Vakhaevich (born 1982) from his flat situated at 11a Kirov Street, ap. 23 in Avtorkhanovsky (Leninsky) district of Grozny and drove him away to an unknown destination. The information was obtained from an anonymous source within the Interior Ministry of the Chechen Republic. (From our correspondent) Achkhoy-martan district. An abduction of a resident of Samashki village On 8 July 2005, a group of unidentified armed men in masks kidnapped Adamov Khuseyn Mukhamedovich (born 1962), a resident of Samashki village of the Chechen Achkhoy-Martan district. According to some witnesses, the perpetrators were moving in two cars which makes were not established. They seized a man when he was walking along Vygonnaya Street. Adamov lives in Samashki at 6 Rabochaya Street. As of the present moment, the whereabouts of the kidnapped man has net been established. (From our correspondent) PRESS-RELEASE #1371 FROM JULY 14, 2005 REPORT FROM THE CHECHEN REPUBLIK Vedeno district. Details of a kidnapping of a woman of in the village of Elistanzhi 14 July 2005. The whereabouts of Razita Inderbaeva remain unestablished after she had been reportedly abducted by the service personnel of the federal forces in the village of Elistanzhi of the Chechen Vedeno district on 9 July 2005 (see our release No1365 from 11 July 2005). According to an anonymous source within the Interior Ministry of the Chechen Republic, Razita (Raisa) Yaragievna Inderbaeva (born 1973) living at 5 Dekabristy Street in the city of Grozny, was abducted by a group of ten unidentifiable armed men in masks. The woman came to grozny from the village of Elistanzhi to visit her father who lives at 11 Bol’nichnaya Street in grozny. Razita was abducted from this house on 9 July. (From our correspondent) Nadterechny district. Voluntary weapon handing in Chechnya On 11 July 2005, a Chechen citizen B. Gaydalov (born 1977) turned to the police office of Nadterechny district and voluntarily handed in an IZh-40 air pistol belonging to him. According to Gaydarov, he bought this pistol in the central market of Grozny in 1998 with the aim of self-defense. The information was obtained from a source within the Interior Ministry of the Chechen Republic. New ammunition caches are discovered in Chechnya On 13 July 2005, the service personnel of Zavodskoy district police office if Grozny discovered in a well in Mayakovsky Street a submachine-gun, three pistols, 122-mm shell and some 100 live cartridges, according to a source within the Interior Ministry of the Chechen Republic. On 11 July 2005, a big cache containing ammunition and explosive substances was discovered in the bushes at the South outskirts of the village of Starye Atagi of the Chechen Grozny rural district by the service personnel of the Grozny rural district police office. According to a source within the law-enforcement agencies of the republic, there was a Kalashnikov sub-machine gun, 26 mines, some 4000 live cartridges, 1 kilo of TNT explosive substance, 1 kilo of plastic explosive substance, a self-made explosive device, ten electric detonators, a mine-detector and 14 shells in the cache. The service personnel of Staropromyslovsky district police office of Grozny discovered a cache containing two grenade cup discharges, ten pieces of TNT explosive substance, four “Kenwood” radio stations, four grenades and six mines. A Chechen combatant is killed in Argun On 13 July 2005, the service personnel of the patrolling unit#2 at the Interior Ministry of the Chechen Republic and policemen of Argun town police office carried a joint operation in the town of Argun of the Chechen Shali district aimed at catching a Chechen combatant who was hiding in a private household in Pushkin Street. In the clash the mudjaheddin was killed. The law-enforcement agents have managed to identify the man. It was the emir of the town of Argun Yu. Matugaev (born 1974). According to an anonymous source at the Interior Ministry of the republic, Matugaev was involved into committing grace crimes in the Chechen Republic, including the extra-judicial execution of six people belonging to a family of a serviceman of law-enforcement agency in 2002. (From our correspondent) PRESS-RELEASE #1375 FROM JULY 17, 2005 REPORT FROM THE CHECHEN REPUBLIK Shatoy district. Movement of military vehicles of the federal forces in Shatoy district On 15 July 2005 since 2 am and until dawn local people saw military vehicles of the Russian federal forces moving from the Chechen district center of Shatoy in the direction of the Borzoy village. According to the locals, there were military trucks mostly. At the same time, according to the information obtained from the residents of the settlement of Pamyatoy of the Chechen Shatoy district, a group of Russian soldiers was digging in in the area of an ancient Chechen tower that is situated at the outskirts of the settlement.
