on police files as kidnapped in Chechnya
12.04.2004, 18.19 MOSCOW, April 12 (Itar-Tass) - The problem of hostage- taking in Chechnya remains as pressing as ever, a representative of the head department for the Southern Federal District told Itar-Tass on Monday. At present, 1,808 people have been on police record files as kidnapped and forcibly held in captivity, including 1,600 taken hostage, the Interior representatives aid. He gave the number of people kidnapped in the Southern Federal District last year at 747, including 605 kidnapped in Chechnya alone. In the same period, 137 hostages, including 42 hostages captivated in Chechnya, have been released as a result of special operations conducted by law enforcers, he said. In the North Caucasus, that is notorious for high unemployment rates, people are more often kidnapped for purposes of personal gain, rather than for reasons of family feud or political reasons, said a representative of one of Russia's secret services whose name was not disclosed. Outlawed well-organised criminal groups kidnap the majority of people, the same source said. A similar problem exists in the West, including NATO countries, but the statistics of crimes solved are much better in the West, the source said. Kavkaz Center news and information agency has received an e-mail with a statement signed by Commander (Amir) of Islamic Brigade of Shaheeds 'Riyadus Salihiin' ('Gardens for the Righteous') Abdallah Shamil Abu-Idris. The statement says that President of Ingushetia (Russian-occupied republic neighboring Chechnya) Murad Zyazikov was attacked after the Shariah Court Martial of 'Riyadus Salihiin' sentenced Zyazikov to death on February 27, 2004. The statement is published uncut and unabridged. «I seek the refuge in God from evil Satan! In the name of God, Most Gracious, Most Beneficent!» Praise Allah, Who has created us Muslims and Who blessed us with Jihad on His Straight Way. And then… By mercy of Allah, on February 27 during another session of Court Martial of 'Riyadus Salihiin' Murad Zyazikov was sentenced to capital punishment for complicity in genocide of Chechens and Ingushetians. Murad Zyazkov has turned the country into a thoroughfare for death squads from Chechnya and Ossetia, which are committing extrajudicial executions and kidnappings. Only for the past year alone over a hundred of Chechens and Ingushetians have disappeared on the territory of Ingushetia, and over fifty people were killed. We have repeatedly warned Zyazikov, but he would not heed our warnings. On April 6 he got lucky. We believe that Allah gave him a chance to stop, look around and stop being the Kremlin's quisling. Serving of the sentence has been suspended for one month to give Zyazikov time to stop the tyranny in Ingushetia and tell where the missing people are. Otherwise, Insha Allah (God Willing), we will get him at any cost, wherever he is, and wherever he would be hiding. We are warning anybody not to approach Zyazikov too close and to beware of his presence nearby, because whoever is with him, we will be attacking Zyazikov any time we get a chance to. Also, Brigade of Shaheeds 'Riyadus Salihiin' congratulates all Mujahideen (fighters) with the coming of the spring/summer season. Insha Allah (God Willing), by the mercy of Allah, we will liberate our Homeland from Russian aggressors and their accomplices, - national-traitor trash. I am calling on all Mujahideen to increase discipline and get more organized. And may Allah help us on His Straight Way! Allah Akbar!
