Federal lawlessness in the village Achkhoi-Martan
On January 25, 2003 at night in the district centre Achkhoi-Martan Russian soldiers
who came in two cars "YAZ" entered the house of Bakar Ustarkhanov (1970), situated
in 64 Pavlov St. The man works as a hairdresser and servicemen reproached him
with bad quality of his neighbor's hairdo. After that they seized the man and
drove him away. For the whole night the soldiers were driving along the village
drinking alcohol. During all that time Ustarkhanov was lying on the floor of the
car and drunk soldiers put his feet on him. In the morning Bakar was subject to
beating and thrown from the car in the street. The same night soldiers seized,
beat and then thrown from the car one more local resident - a deaf and mute invalid.
On January 26, 2003 in Achkhoi-Martan administration in the presence of district
military commandant Shamil Buraev representatives of Russian law-enforcement structures
met with the village elders. According to the residents, the delegation
of the elders consisted of 15 members did not include really authoritative and
caring for the nation people. At the meeting the head of the district FSB (federal
security service) department declared that if local population gave up terrorists,
the problem of forced disappearances would be solved itself. The elders promised
to assist in this question.

Vedensky district
The village Dishni-Vedeno is under shelling
On January 24, 2003 at night the village Dishni-Vedeno, that if fact has
merged with the district centre Vedeno and become one of its suburbs, was subject
to shelling on the side of federal units. In particular, some bombs got on the
territory of one of Russian military divisions and the "attacked" fired back immediately.
According to the local resident Luisa Magomadova, the duel lasted for several
hours and as a result onewoman was wounded. Many civilians spent that night in
the basement-rooms of their houses.

Shali district
Serzhen-Yurt: bombardment and private car explosion
On January 24, 2003 at night the village Serzhen-Yurt was bombarded. Two
mines fell in the centre of the settlement - the first in the yard of Sali Suleimanov's
housein Sheripov St., the second - at the gates of Abdulla Musaev's House in Rechnaya
St. In the buildings standing in the radius of 100 meters far from the places
of explosion all the window- glasses and polyethylene films that local residents
use instead of glass as it causes less threat when broken were crashed. Civilians
spent that night in the basement-rooms.
On the same day at noon at the entrance to the village Serzhen-Yurt a car "ZIL-157"
was undermined. Inside there were tree residents of the settlement - Khazhi Ibluev
(1966) who lives in Dagestanskaya St. and histwo neighbors. As a result
the car was seriously damaged and the passengers together with the parts of the
engine were thrown out. Luckily nobody was hurt. Ibluev was hospitalized, bandaged
and soon sent home. Other passengers did not need even first aid.

Report from Ingushetia
The problem of illegal exclusion of refugees from registration lists is still
acute
On January 29, 2003 deputy chief of regional department of the Society of Russian-Chechen
Friendship Minkail Ezhiev went to the Migration Service of Ingushetia. The cause
of the meeting with servicemen for migration problems was illegal exclusion of
refugees living in themigrant camp situated on the territory of the state farm
in the village Yandar of Nazran district from registration lists. This camp was
organized by SRCF activists and was under their control. The camp migrants appealed
forhelp as illegal exclusions automatically deprived them of receiving humanitarian
help.
Minkail Ezhiev met with the deputy head of Migration Service of Ingushetia Akhmed
Parchiev. However, that meeting could hardly be called an official one.
Having settled the appointment, Parchiev did not let Ezhiev into his cabinet.
They had a talk in the street. Parchiev declared that he has nothing to discuss
with law-protectors, that he got tired of Chechen problems and that the
question of illegal exclusions is beyond his competence. According to him, Chechen
Committee for refugees (a department in Kadyrov's administration) is in charge
of resettlement and Migratiom Service of Ingushetia uses their registration lists.
But Parchiev refused to answer why his institution exploit other republic documents
and said that law-protectors interfere with his work.
On the same day Minkail Ezhiev met with the third deputy chief of the Chechen
Committee for refugees Vakha Garasaev whose office is situated in the village
Ordzhonikidzevskaya (Sleptsovskays) of the Sunzhen district of Ingushetia. Garasaev
met Ezhiev and his assistants warmly and said, "Chechen Committee for refugees
does not have any right to enforce their conditions on the Migration Service of
Ingushetia and produce any lists as a guide. I am surprised they refer to us as
a higher institution. Migration Service of Ingushetia is a state structure
of this republic and is absolutely independent from Chechen administration and
its departments. Migration service representatives go to the migrant camps themselves,
inspect and enlist refugees." Garasaev also declared that his Committee is ready
to contact andcollaborate with any public organizations in the question of migrants'
lives.
On the same day Ezhiev met with migrants of refugee camps "Yandar", "Bella","Satsita"
and "Bart". They discussed the same problem. Only in the camp "Yandar"more than
400 migrants have been illegally excluded from the registration lists. Relatives
of SRCF members and activists are among the excluded.
