the EU Parliament Council about abductions in Chechnya
CHECHNYA. ABDUCTIONS OF CIVILIANS IN GROZNY, URUS-MARTAN, ATCHKHOI-MARTAN,
VEDENO AND SHALI:
DOES THE COUNCIL INTEND TO DO SOMETHING IN THE COUNCIL OF EUROPE AND IN THE UN
?
Brussels, 28 February 2003. According to the Society for Russian-Chechen
Friendship the following abductions of Chechen civilians have been reported since
January 2003: in Grozny and suburbs:
on the 29th December 2002 Ramzan Gamarigov (35), (resident in Lomonosov-Street
4);
on the 3th Jan 2003 Mister Mashaev and three of his sons, (resident in Yablotchnaya-Street)
and Mr Yunus Alimukaev,
on the 4th Jan. 2003: Mr Ismail Makhmudov (26) (resident in Gudermeskaya-Street
33);
on the 14th Jan. 2003: Mrs Angela Shakhmurzaeva, (31), Mr Hassan Ustarkhanov (28),
Mr Aslan Baisultanov, Mr Aslan Musaev (25), (all resident in Rosa-Luxemburg-Street
23);
on the 3th of Febraury 2003: MrHanpasha Bukhaev (30), (resident in Noviye Aldy/
Grosny);
In Urus-Martan:
on the 29th Jan. 2003 Mrs Seda Tsagaraeva; in Atchkhoi-Martan and district: on
the 15th Jan. 2003: Mr Yaragi Ismailov (45), Mr Khizri Ismailov (40), Mr
Aslan Ismailov (22), Mr Aslambek Ismailov (20) and Mr Yusup Daidaev (50) (all
resident in Orekhovaya-Street 22);
on the 28th Jan. 2003 Mr Taus Murtasov (30), (resident in the village of Orekhovo
near Atchkhoi-Martan); in Vedeno and district:
on the 27th Jan. 2003: MrShamil Khabusiev (45), (resident in the village of Neftyanka);
in Shali and district: on the 17th Jan. 2003 Islam Ibragimov (21), resident
in Shali, Apti Saidulaev (25) (resident in Shali); on the 4th of Febraury 2003:
Mr Idris A. Dakhaev (28) (resident in Serzhen-Yurt).
Question from Olivier Dupuis, Secretary of the Transnational Radical Party and
Member of the European Parliament, to the Council:
“Has the Council heard about this recent abductions of civilians ? Does
the Council in any way try to follow the evolution at least of the number of abducted
people as well as those executed after being abducted? In the light of the continuous
war crimes and crimes against humanity committed by the Russian forces in Chechnya,
does the Council intend to undertaken polical and judicial initiatives in the
competent bodies such as the Council of Europe and the UN Human Rights Commission?”
