How Chechen citizens are invited to take part in the coming referendum

Achkhoi-Martan administration found a very unusual way of communication with local residents. Children's parents were invited to parent meetings.You may imagine how surprised they were when in schools teachers started speaking not about pupils' success but about the  coming referendum.

Details of Mansur Mairbiev's kidnapping

Kidnapped on February 6, 2003, Mansur Mairbiev, who lives in the  village Achkhoi-Martan, in Sovetskaya St. (see press-release No.360), was found inthe village Michurin of Grozny. Local residents found Mairbiev unconscious tied to the tree. Mansur had been subject to cruel beating - his jaw and some ribs were broken. After the kidnapped recovered his conscience, he said that soldiers seized his documents, beat and thrown him out from the car in Grozny with his eyes covered with cloth. Who were the kidnappers he did not know, but he was sure that they were members of federal forces.

Chechen Ministry of Finance serviceman's illegal detention

On February 11, 2003 about 03.00 p.m. federals, who arrived in APCs and cars "UAZ", broke into the house of Chechen Ministry of Finance serviceman Magomed Shagizaev (who lives in Grozny, the village Staraya Sunzha, KalininSt.) and drove the master of the house and his son  Akhmed in the unknown direction. As Magomed's brother said, soldiers came in 4 APCs and 2 "UAZ"s, broke into the house and made a pogrom. "They took  my passport that was in the coat hanging on the wall," said Shagizaev, "After that they ordered us to stay on the floor for 30 minutes, otherwise they would blow the house up. After they had left, my niece ran in and said that they had arrested her father and brother, though they had looked through all the documents." Members of Ministry of Finance and relatives of the kidnapped appealed to representatives of Chechen Government, law-enforcement structures and procurator's office to help in search. It's worth to remark that kidnappings of Ministry's servicemen are not rare.

Forced disappearances in Grozny

On February 19, 2003 our correspondent learnt that Islam Kaimov (1980) and Isa Batsiev (1982), residents of the village Kirov of Zavodsky district ofGrozny, disappeared and still are not found. On February 10, 2003 in the morning they drove towards the Chemical plant to take the broken car home. Islam's mother, Aset Kaimova, is sure that Russian soldiers from the 41st block post that is situated near the village  were engaged in the kidnapping. District commandant together with the relatives of the kidnapped arrived at the supposed place of disappearance. He declared that his people would do everything to find the missing. Although relatives appealed to all republican law-enforcement structures, they doubt militiamen's search will be a success.

Now students of Grozny Medical College have books to study

Publishing Agency "Felix" from the city Rostov-na- Donu sent reference and text-books to the Grozny Medical College. The number of books is sufficient to provide all the students with them. College teachers are grateful for help.

Urus-Martan district

Forced disappearance and murder in the village Goity

On February 14, 2003 at 03.00 a.m. from the village Goity of  Urus-Martan district members of federal forces drove away Khachukaev Vakha Said-Eminovich, born in 1979, who lived in 20 Kirov St. On February 15, 2003 parts of his body were found on the outskirts of the village near Michurin garden. It seems Vakha had been blown up.

Report from Ingushetia

Dzhabrailov brothers and SRCF continue the joint humanitarian action in refugee camps of Ingushetia


Well-known Moscow businessmen brothers Dzhabrailov together with the Society of Russian-Chechen Friendship continue the humanitarian action devoted to Muslim holiday Kurban-Bairam. In the tent camps of  Ingushetia they have already distributed 100 tons of flour and more than 10 tons of meat.
