In Chechnya people continue to disappear

On February 12, 2003 even during the visit of Alvaro Khil-Robles to Grozny Chechen citizens were still subject to forced disappearances.

For example, on February 12, 2003 at night in the village Achkhoi-Martan unknown people in masks and camouflage seized Khusein Zavliev, aged 19. During the detention the man's relatives were subject to beating.

At 05.00 a.m. armed people in masks drove away from his house the father of three children Mansur Mairbiev, aged 24, who lives in 70 Sovetskaya St.

Relatives of the disappeared appealed to all law-enforcement structures of Achkhoi-Martan district, however, received no certain facts about the location of Khusein and Mansur. District militiamen thought that the men had been captured by members of federal units.

Grozny

A railway bridge is mined in Grozny

On February 13, 2003 at 10.20 a.m. in Saikhanov St. of Grozny all movement towards the bridge over railway lines was stopped. According to militiamen, the bridge was blockaded because of the received information that it had been mined.

Restoration work in the capital of the Chechen Republic goes on at its height

On February 12, 2003 in Leninsky district of Grozny a building company "InterBusiness-55" started to restore the highest building of the Chechen capital. Partly destroyed during the first Chechen war, the 16-story-house was a place of sight-seeing. At present workers clear up the area. We hope that soon Grozny will take its previous view.

One more case of forced disappearance in Grozny

On February 14, 2003 Magomadovs, residents of Grozny, appealed to our correspondent.

As it became known, on February 6, 2003 members of federal units arrived in APCs at the Magomadovs' house that is situated in Kluchevaya St. Soldiers, many of whom were in masks and camouflage, broke into the building and started a search. Having found nothing criminal, they seized Magomadov Ruslan Abashevich (1966) and drove him away in the unknown direction.

According to relatives and neighbors, Ruslan has never been engaged neither in the so called illegal armed formations nor in criminal groups. Relatives of the man appealed to various law-enforcement structures (militia, Federal security Service, procurator's office) and republican administration. However, Magomadov is still registered missing.
