Grozny
European Council Commissar for Human Rights Alvar Khil-Robles came to Grozny
On February 12, 2003 European Council Commissar for Human Rights AlvarKhil-Robles
came to Grozny. The aim of his visit is inspect the situation with human rights
observance in Chechnya. He met with some members of Chechen administration and
also visited a few refugee camps. Commissar handed Mr. Kravchenko (republican
procurator) a list with 200 surnames o fmissing people. He wished to know the
truth about their lives.
On the same day relatives of missing people and also victims of night attacks
gathered near the Chechen Government building. They demanded from members of Chechen
government and administration to take measures against lawlessness going-on in

Forced disappearance and hijacking in the Staropromyslovsky district of Grozny
On February 11, 2003 at 16.00 unknown people in masks and camouflage intwo cars
approached the house of Magomed-Ali Aliev who lives the sovkhoz "Rodina" of Staropromyslovsky
district of Grozny. They seized the man and drove him away. It became known that
Magomed-Ali was unemployed and after finishing Grozny Oil Institute was living
with his brothers and sisters. At 19.00 the attackers returned and seized Aliev's
car. The man's sisters who were inside the house at that moment tried to interfere,
but as a result one of them - Malika Alieva - was subject to beating with rifle
butts, and two other women - Satsita and Sulikhan (a teacher, widow, brings up
two children) - were wounded. In a very serious state they were taken to Sunzhen
hospital. On February 12, 2003 local residents organized a meeting against federal
lawlessness and ceaseless acts of forced disappearances in the district. (From

Naursky district
Massive burial place has been discovered in Naursky district
On the outskirts of the village Kapustino a massive burial place of people has
been discovered. At present the place is surrounded by Chechen militiamen.
