Statement of the Chechen Committee of National Salvation with regard to the next fraud of the citizens of the Chechen Republic

On the threshold of the Referendum on Constitution of the Chechen Republic initiated by the Kremlin, the Russian authorities try to deceive the residents of the Republic that they will be paid compensation for the property, lost as a result of the military
actions.

The information has been made public in Russian mass media by Vice Premier of the Government of Russia A.Kudrin. It is not for the first time that this kind of cynical manipulation of public conscience and open humiliation with regard to hundreds of thousands of people left without shelter and means of living takes place in Chechnya. In 1995, not long before the so-called elections of the head of the Chechen Republic, the Russian authorities thought of paying compensation to the victims of the 1944 Stalin deportation.

Today thousands of people are feverishly collecting the documents and drawing up the lists in a hope to get any kind of compensation for the sufferings, cold, hunger, deaths of their relatives and family members, they had to endure. Right away after the pseudo-election (D.Zavgaev was the "winner"), the authorities successfully forgot about the above-mentioned "great initiative". Now the civilians of Chechnya, being in torments of daily "zachistka" and "special" operations, night capturing and pillage on the part of the Russian servicemen, draw up the lists again, indicate their passport data, signatures and collect files of papers, which, after the completion of a "special arrangement" called "referendum on Constitution", will be turned into the needless mackle-paper. It is quite possible, however, that certain part of the population (1% of the total number) will get a scanty portion of "compensation", but the absolute majority of them, undoubtedly, will be left without any "compensation".
Naturally, people of Chechnya have many questions with regard to the new initiative. For example, they wonder who, when and how the residents of Chechnya will get the compensation for moral and physical humiliation of the hundreds of thousands of their fellow-countrymen.

Who and when will pay the "compensation" to the victims of summary executions and their families, to the former captives of "filtration camps" and prisons, to the children made orphans, and to the parents who became the witnesses of how the brutal soldiers killed their sons? Who will "compensate" the ruined life and broken fates of the hundreds of thousands of citizens of the Chechen Republic, having no rights today, including the right to live?
