SRCF volunteer is released
On January 23, 2003 it became known that the recently detained (see press-release
No. 347) SRCF volunteer Khizriev Musa Salmanovich (born in 1964 in the village
Serzhen-Yurt) was released. There is no information whether the detained had been
subject to beating.

Young men are seized in Shali: nothing is known about the 3 of the 5 detained
On January 16, 2003 in the town Shali about 4.00 a.m. members of federal forces,
who had come in 7 APCs, surrounded the house of Vakha Ibragimov's family. Having
broken into the house, servicemen woke everybody up and without any explanations
started beating two Vakha's sons - young men aged 25 and 30. At the same time
other soldiers seized their 3 neighbors. After that they drove the five detained
away. The federals produced no documents and did not explain the cause of detention.
Relatives of the arrested appealed to the head of Shali administration Sharip
Alikhadzhiev asking to help in search of the young men. They inquired members
of Shali commandant's office, then went to the main federal military base in Khankala,
but in vain. Two days later two of the detained - Ibragimov's neighbors - were
thrown from the cars near the so called "Indian" village not far from the town
Argun. Having been subject to cruel beating, they could hardly come home.
At present nothing is heard from Ibragimov brothers.

Chechen people have long got accustomed to the movement of military machinery
along the roads. We may often see private cars in military columns and passengers
crossing the streets before tanks and APCs. However, such actions may sometimes
lead to serious consequences because of the irresponsibility of the servicemen
who got used to absolute impunity or in a number of cases because of the deliberate
crimes.
For instance, on January 19, 2003 when the military column was moving in
the village Kurchaloi two school-boys aged 14 crossed the road before APCs. At
that time one of APCs fired from grenade cup discharge and deathly wounded in
the neck Muslim Dzhabrailov. According to the witnesses, the boy's body ran a
few meters without head.
The relatives of the killed teen-ager appealed to all possible law-enforcement
structures. However, the first who arrived were soldiers who began to "filtrate"
local residents. They also threatened Dzhabrailovs and interfered into the funeral,
saying that the kid had been killed by terrorists.
Chechen militiamen held up the situation and the memorial service was finished.
At present the murder is investigated by Kurchaloi ROVD (police station).
