In January 2003 a reconstruction of half-destroyed in the course of the second Chechen war maternity hospital, which is situated in 8th of  March St. of Oktyabrsky district of Grozny, has been recently started. In  fact they build the hospital anew - from the basement and new brick walls. Until this day women who prepare for delivery have got consultations in a small room in the yard of the former hospital. People hope that in case the construction work goes as fast as it is now, women will soon get an opportunity to receive professional help in a new hospital.

Pro-Moscow executive of the Minister of Interior Affairs comments on  the situation in the Chechen Republic

According to the executive of the Minister for Interior Affairs of the Chechen Republic Akhmed Dakaev, after the terrorist act on December 27 he situation in the republic is still tense, however, as he thinks, controllable. In the middle of December members of Ministry for  Interior Affairs continued to carry on operations to maintain public order. As a result a large amount of weapons was confiscated and many members of illegal armed formations were arrested. Who exactly was arrested - combatants or criminals - is not clear. Dakaev also remarked that at  the beginning of the new year the criminal situation in Chechnya has become better. If in 2002 during the first 7 days 78 crimes were registered, this year the figure is 2,3% less. Nevertheless the executive understands that these figures mean nothing as at the end of the month the situation may change. Still from the beginning of the year all militiamen continue to work in intensive regime.

We think that Dakaev wants the desirable to be real. To speak about the total control under the criminals when the armed enemy managed to blow up the building of the government is at least incorrect.

Forced disappearance in the north of the republic

Correspondents of the information center of the Society of Russian-Chechen Friendship are constantly getting information about forced disappearances on the territory of north districts of the  Chechen Republic, which are traditionally considered to be relatively peaceful.

On December 16, 2002 at night unknown people in masks and camouflage seized Mezhidov Aslambek Khuseinovich (1979) who lives in the village Verkhny Naur of Nadterechny district (25 Sadovaya St.). Nothing has  been heard from him since then.
